Well, casinos who's employees shill or spam forums for a start...

Basically casinos are blacklisted, or rogued, if they do not play fair with their customers.
Some of the main factors are;
T&C's must be clear & concise & the casino must stick to them.
Casino's should not invoke some vague 'bonus abuse' clause to withhold winnings.
Customer Service queries should be answered within a few hours max and be concise, accurate & professional.
Players withdrawals should be paid as quickly as possible (7-days absolute max).
The software must be fair & truly random.

Two problems with having a definitive blacklist:-
1) The is no official definition of a 'rogue'. It is just down to personal opinion.
2) There are such a vast number of casinos these days the list would be enormous!
On top of that, just by publishing the names of these rip-off joins some players might be curious and join up to see if they're really that bad - exactly the opposite of what the gambling community as a whole needs.

It is much easier to publish a list of the reputable casinos (like on my websites ), and advise players to just avoid any others which aren't listed.

As a generalisation by software:-
ALL are OK if using; Microgaming, CryptoLogic, WagerWorks, Rival, 3Dice, Orbis, Grand Virtual or Cantor/Kismet.
MOST (not all) are rogue if using; Playtech or RTG (Realtime Gaming).

If anyone wants to know if a casino is OK or not, they can always ask me - just post your question!
(I might not always know the answer - bit I will try to find out for you).
